Charter of Nordreich


Preamble: Nordreich Bluteid

We, the Germanic Volk, hereby swear complete fealty and allegiance to the Greater Northern Reich. We set forth this charter to create a more perfect union and to ensure a safe and secure society of members, bound by brotherhood and trust, strength and prosperity, throughout conflict and peace. We solemnly swear to uphold the Charter and all the values emphasized therein as law, and pledge undying loyalty to the illustrious vanguard of the Volk, the Kaiser of the Reich and his government. We furthermore pledge to fight treason, cowardice, and desertion within the confines of the unified Fatherland, even unto death. It is by this document we so establish the state of Nordreich. Our honor is our loyalty, Heia the Reich!

Article I: Admission Statement

All and any empires requesting membership within the Nordreich may be admitted as a member state, upon swearing allegiance to the Reich and Reichskaiser. Any admission may be blocked by the Reichskaiser as deemed necessary. By agreeing to membership within the Reich, each member state affirms the Nordreich Charter in its entirety, and agrees to uphold it in letter and in spirit.

Article II: Structure and Offices

Section 1: Der Reichskaiser — Emperor

The sovereign and monarch of the Nordreich state shall be the Reichskaiser, to whom all citizens must swear loyalty as they do loyalty to the Reich as an entity. The Kaiser is vested with the power to appoint officers to assist in the administration and governing of the Nordreich, who serve at his discretion and may be dismissed at any time. The Kaiser wields a supreme veto power to block any piece of legislation or action, and the ability to issue Kaiserlich Decrees, which are instituted as Nordreich law upon implementation. He is the head of state in all guild affairs, including foreign, military, and interior affairs.

The Reichskaiser serves a life term, until death or resignation. Upon the event of either, a successor named by him will be crowned the new Reichskaiser of Nordreich. The Kaiser cannot be expelled or suspended from power.

Section 2: Die Reichsregierung — Imperial Cabinet

The Imperial Cabinet is the chief executive body of the Reich, appointed by the Kaiser. The officers are charged with whatever duties or powers they are granted by the Kaiser, at or after the time of their appointment. Members of the Cabinet have full control over their respective departments and the operations held within. This power is not extended beyond limitations set into place by the Kaiser at the time of appointment or any alteration he makes.

Section 3: Die Reichsleitung — Imperial Council

The Reichsleitung shall be the legislative body of the Reich, whose members are appointed by the Kaiser. Reichsleitung duties shall consist of reviewing all government proposals, managing the general daily affairs of the Reich, and drafting and passing legislation, including treaties.

The Reichsjarl shall be the body's head member, tasked with moderating and guiding discussions within the Imperial Council, and voting in the event of a tie.

Section 4: Die Reichswehr — Imperial Army

The armed forces of Nordreich shall be a professional military, and service in the Reichswehr is mandatory for all members, with exceptions made as the Kaiser, or an officer so designated by him, deem fit. The Kaiser, as Supreme Commander of the Reichswehr, may appoint officers to command over it, and may delegate to them the ability to promote or dismiss military officers at their discretion, in addition to any other powers or duties which he may provide them.

Article III: Symbolism and Ideology

The Nordreich declares itself a unified Germanic empire, committed to the security and prosperity of its member states and citizens, as well as Germanic cultural preservation and manifestation. It stands for the protection of the unique identities of each of its member states, as well as the promotion of brotherhood and unity among them.

Our ensign is the Odal, the rune of Odin. To us, it symbolizes our ancient heritage, our fatherland, and our courage in the face of adversity. It also symbolizes unity and strength, two core values of Germanic peoples and hence, the Reich.

Our crest is the Eagle, the emblem and national bird of Germania. It symbolizes power, unity and majesty. The eagle is a bird of prey, top of the food hierarchy, and a king in its own territory. In addition, the shape of the eagle is a reference to Odin's raven banner.

Article IV: Foreign Policy

With respect to other guilds, Nordreich shall treat guilds with the respect and diplomacy they deserve, giving even fundamentally opposed guilds a chance to solve issues through diplomacy in a civilized manner. If diplomacy fails to meet the interests of the Reich in any way, then and only then will war be an inevitable option. If attacked, it may be expected that the Reich will retaliate, and call for support from its allies. The Reich will always respond to requests from guilds with which the Reich has signed any treaty obligating mutual defense or aggression. The Reich is a civilized guild and does not see the need for senseless warmongering — diplomacy will always be the first choice; however, we will not hesitate to retaliate if our peace-loving folk and lands are threatened or attacked in any way.

Article V: War and Conflict

In the name of defending the Reich's membership, and after all diplomacy has been exhausted, the Kaiser may declare war on another sovereign entity. During times of conflict, he may extend the power to act accordingly to the leading officer(s) of the Reichswehr to neutralize threats and dangers to the Reich. War is considered an extension of diplomacy, and will be used if deemed necessary.

Article VI: Treason and Expulsion

The commitment of treason, espionage, or sedition by a member against Nordreich is punishable by expulsion and summary destruction. Desertion during times of active guild warfare constitutes a crime against the Reich, and offenders are likewise subject to immediate destruction. All members are required to resign using proper protocol, and clear any and all debts they may hold with the Reich before being permitted to leave.

Any Nordreich member may submit a motion for the expulsion of another member to the Reichsleitung for review, which shall then require an affirmative vote from three-fourths of Reichsleitung members within 48 hours to pass. The Kaiser may, however, pardon individuals from expulsion or suspension, and may expel any member for any reason at any time.

Article VII - Amendments

Amendments to this Charter may only be passed by a simple majority of the Reichsleitung, and with the Kaiser's signature.
